It's a protection shield against terrestrial interferences on C Band reception .
The spectrum from 3.6 GHz to 4.2 Ghz is also used for terrestrial microwave which may cause same problem to satellite reception.

J'avoue que je ne sais plus trop, j'ai pris cette photo du haut de l'empire state building.
En fouillant dans des photos au plan plus large, je devrais pouvoir retrouver.
En attendant, pour mattmatt73, c'est officiellement la question suivante du quizz
